Punjab needs serious people- Manish Tewari

Chandigarh: Congress MP from Punjab’s Anandpur Sahib targeted Punjab Chief Minister Charanjit Singh Channi and state party president Navjot Singh Sidhu on reports that both are pushing to be named as the Chief Ministerial candidates.
:Congress MP Tewari, today said, “Punjab needs serious people,” and took potshots on both Channi and Sidhu and dubbed them as non-serious persons who are entertaining people.
Tewari tweeted, “Punjab requires a CM who has solutions to Punjab’s challenges, capacity to take tough decisions. Punjab needs serious people whose politics is Not Social Engineering, Entertainment, Freebies and NOT regime favourites rejected by people in successive elections.”
Congress, so far, has not named anyone as the chief ministerial face for the upcoming Assembly elections as the party considers that this leads to infighting and internal rift.
But state unit chief Navjot Singh Sidhu on Tuesday said it is the people who would choose the next chief minister of the state and not the high command.

Shops in Mohali can remain open till 8 pm, shops dealing in essential commodities are exempted

Mohali : In view of ever increasing COVID-19 cases in the district, Mrs. Isha Kalia, District Magistrate, has imposed additional restrictions on Monday.
It was said in the orders that additional restrictions were necessary as it has been observed that the positivity rate has increased to 25.15%.in the district.
Now, as per the additional restrictions, Non-essential shops shall remain open till 8.00 PM only. However, all shops and vehicles/persons dealing in essential commodities such as food, medicines, milk and milk products, poultry etc. shall be exempted. Further, there shall be no restriction on movement of raw materials, finished goods, personnel etc related to manufacturing of pharmaceutical drugs, including vaccines and medical devices, diagnostic testing kits etc.
All other conditions of my earlier orders will remain the same.
Any violations shall invite criminal proceedings under the relevant provisions of the Disaster Management Act, 2005 and the Indian Penal Code, 1860.

Punjab Cabinet Minister Raja Warring tests Covid positive

Mukstar: Punjab Cabinet Minister, Gidderbaha MLA Amrinder Singh Raja Warring has tested positive for Covid and had isolated himself at home for a week, health department officials said.
Dr Satish Goyal, Senior Medical Officer, Civil Hospital, Muktsar, said, “Transport Minister Raja Warring has tested Covid positive. He had requested for RTPCR test on Sunday and tested positive for Covid on Monday. Our team will take samples of his contacts too.”
Punjab Transport Minister Raja Warring said, “I have tested positive for Covid and isolated myself at my Muktsar residence. I have a sore throat but no other symptoms. In the rapid test, I tested negative. However, as per the RTPCR report, I am Covid infected.

Panel formed to keep vigil over paid news- DEO

Mohali: To keep a strict vigil over paid news and advertisement content in the scheduled Assembly elections, the Media Certification and Monitoring Committee (MCMC) at district level has been constituted, District Election Officer-cum-Deputy Commissioner Mohali Mrs Isha Kalia said that candidates for electronics media (including online paper, radio, TV, cinema hall and social media and bulk / voice messages on mobile) Pre-certification from district level MCMC is mandatory for a cell in this regard has been set up at District Administrative Complex, Mohali, Room No. 440.
Deputy Commissioner also appealed to the cable operators of the district to get a copy of such approval from any political party / candidate before running a political advertisement and had sought the cooperation of representatives of political parties and the media to curb the negative trend of paid news.
DEO said, the Election Commission of India (ECI) had made a concerted effort to curb the media coverage of money laundering and said that Media Certification and Monitoring Committee (MCMC) has been constituted at the district level. Notice will be issued to the concerned candidate / party immediately upon receipt of suspicious ‘paid news’.
The candidate has to reply within 48 hours after receiving the notice from the Returning Officer. In case of non-response, it will be treated as paid news, after which the cost will be credited to the candidate’s account and the Election Commission will be informed for further action.
Apart from this a letter would also be written to Press Council of India and National Broadcasting Standards Authority for action against the said agency.
24-hr monitoring
DEO Mrs Isha Kalia said the Media Certification and Monitoring Committee (MCMC) would monitor the print media, electronic media and social media 24-hour as per the instructions of the Election Commission so that appropriate action could be taken against paid news and uncertified advertisements and said that pre-certification is required for candidates to telecast advertisements on electronic media.

Poll campaigning in Mohali yet to pick up the pace

Mohali: Even as the Election Commission (EC) has announced the date for the Assembly poll in the state, the campaigning is yet to pick up pace as except for AAP in Mohali, other parties, especially the BJP-Alliance, SAD-BSP and individual candidates have not even announced their candidates or candidature as yet. Even voters are still silent and not ready to disclose their preferences regarding a party or candidate openly.
Political observers state that the picture would be clear after all the parties announce their candidates, though voters generally do have a preference, personal liking or disliking for a particular candidate may impact the results in a constituency.
This time, the election results are expected to be interesting and baffling. With too many candidates trying their luck in the elections, it would have to be seen who cuts into whose vote bank and who gets benefited from it.
AAP is the only political party till date which has announced candidate to contest from Mohali SAS Nagar Constituency as Kulwant Singh and Former Health Minister MLA Balbir Singh Sidhu is confident to be the congress candidate, though official announcement is still awaited. SAD-BSP alliance, BJP- Alliance and other too are yet to announce the candidates.
In 2017, Congress candidate Former Health Minister MLA Balbir Singh Sidhu has emerged as a winner for third time.
AAP Candidate Kulwant Singh has been confined to the Corporation or council elections.
It is pertinent to mention about the rumours of the Congress not repeating its candidates as a few of MLAs are facing anti-incumbency, it might become difficult for the high command to pacify dissidents.
On the other hand, the AAP has its popularity among lower and middle-income groups, who have disenchanted with the traditional parties, could help it garner a huge share of votes.

Kulwant Singh hits back, files defamation case against Gurtej Singh Pannu, Sheera Bhanboura and Mohra Singh Anjaan

As per the copy of notice it reads: To bring the aforementioned persons to the bookSh. Gurtej Singh Pannu, Sh. Sheera Bhanboura and Sh. Mohra Singh Anjaan who purportedly identify themselves as President (Youth), AAP (District- Mohali), Vice- President (Youth), AAP (District- Mohali) and Founder Member- AAP Punjab, respectively have unwarrantedly initiated a massive defamation campaign against Sh. Kulwant Singh- a person of high moral rectitude and unimpeachable integrity, widely acclaimed social workerwitha spotless record of public service while discharging his duties as the former Mayor of Mohali.
The false allegations have been levelled against Sh. Kulwant Singh for obtaining favors and obtaining the ticket from Aam Aadmi Party by employing unethical means such as exchange of money which warrants be refuting and rejecting with the contempt it deserves.
This has been done to adversely affect the otherwise unblemished reputation of Sh. Kulwant Singh garnered over the years by endlessly working for the public welfare which has been repeatedly celebrated by the citizenry of Mohali by electing him as their Mayor numerous times.
Kulwant Singh, hence shall be filing Civil Defamation Suit against each person seeking Rs. 100 Crores as damage and other Criminal proceedings for executing their premeditated malicious agenda and thus causing irreparable damage to his reputation.

SAD leader Bikram Singh Majithia gets interim bail

Chandigarh: Punjab and Haryana High Court today granted interim bail to SAD leader Bikram Singh Majithia in drug case. SAD leader Majithia was booked by the Punjab Police for his alleged involvement in a drugs case. A case was registered under sections of NDPS Act against the SAD leader on December 20.
Seeking anticipatory bail before the HC, Majithia, through his counsels, contended that to target him is one of the major election planks of the current government.

Booster doses of Covid vaccine starts in Mohali

Mohali: Punjab has started administering the precautionary dose of the Covid vaccine to healthcare workers, frontline workers and those above 60 years of age from today.
The Director, Health and Family Welfare, Dr. GB Singh today launched the state-level campaign from District hospital here today.
Aman Malik, 61, was first given a booster dose in the presence of the director and other senior health officials.
Dr G.B Singh said that the precautionary COVID-19 vaccine dose will be the same vaccine as administered previously in the first two doses.
“Precautionary COVID-19 vaccine dose will be the same vaccine as has been given previously. Those who have received Covaxin will receive Covaxin, those who have received primary two doses of Covishield will receive Covishield,” said the director. He added that the booster dose is being given to give more strength to the person to fight Covid.
Separate cabins have been set up for booster dose administration. He said that regarding booster dose, few guidelines are being followed.
Precautionary dose can be given 39 weeks/273 days after 2nd dose. Beneficiaries must not be Covid positive three months prior to Booster dose.
The director sought the cooperation and support of the people, saying that in order to avoid the third possible wave of Covid-19, it is very important to follow three basic guidelines like covering face with masks, keeping social distance from each other and washing hands frequently.
The health official asserted that all the necessary arrangements have already been made in health institutions across the state to tackle the third possible wave but the cooperation of the public is very much needed.
Emphasizing on complete anti-Covid vaccination, the director said that every beneficiary must be vaccinated without wasting time as the vaccine gives the body the strength to fight the pandemic. Covid vaccination is being provided free of cost in various government health institutions across the state.
People can go to nearest facility to get the vaccine. On this occasion, Civil Surgeon Dr. Adarshpal Kaur, Deputy Medical Commissioner; Dr. Daljit Singh Pradesi, District Health Officer Dr Subhash Kumar, SMO Dr. Vijay Bhagat, Dr. HS Cheema, Dr. Babandeep Kaur, Health Inspector Bhupinder Singh and other health officials were also present.

Revolt in Punjab AAP Punjab over giving tickets to wrong people

Chandigarh: AAP leaders revolted against the party convener and Delhi Chief Minister Arvind Kejriwal for choosing the wrong people for tickets for the upcoming Punjab Assembly elections.
“It is being done at the behest of Delhi Chief Minister and AAP convener Arvind Kejriwal, tickets are being sold to turncoats for crores of rupees. It exposes the hypocrisy of AAP National convenor Arvind Kejriwal,” alleged Gurtej Singh Pannu, AAP youth wing president, Mohali district today while addressing media.
“We have a list of 56 assembly constituencies where political leaders who joined AAP from parties like Congress and Akali Dal were given tickets in just 1-2 days of their joining at the cost of dedicated party workers who have given their blood and sweat to the party. That money power is ruling the roost in ticket distribution is clear from the example of Mohali where a realtor was given the ticket after he switched over to AAP why are the hard-working party workers ignored in Mohali and other places?” Pannu questioned.

Stray cattle roams freely on roads

Mohali: Stray animals continue to be a major concern in Mohali city but the local administration seems to have failed in this menace. A large number of stray cattle can be seen roaming freely on roads in Mohali. A similar situation with stray dogs is observed too.
Residents stated, it is high time now and Administration should find a solution to control the menace.

Large Trees block view of traffic signboards

Mohali: Signboards are supposed to provide directions to road users but many of them in the Mohali district are not serving that purpose as they are partially obstructed by trees and shrubs.
Most of the residents stated that many of the signboards located along roads like in Phase 1, Phase 2, Phase 3 to YPS ( Mohali Village Road- Diplast Chowk, Diplast Chowk To Madanpur, Madanpur Road to YPS) were partially hidden by large trees.
“The view of the signboards is partially blocked and motorists passing by the area are not able to read the directions.
Residents and motorists suggested that the Municipal Corporation should either prune the trees or move the signboards,” for proper visibility.

Chandigarh: CM Charanjit Channi approves the appointment of 1987 batch IPS officer out of a panel of three officers shortlisted by the Union Public Service Commission.
The other two officers in the panel were Dinkar Gupta and Prabodh Kumar.
Punjab government order says, “On the consideration of the panel received from Union Public Service Commission, Governor of Punjab is pleased to appoint Viresh Kumar Bhawra, IPS, as Director General of Police, Punjab (Head of Police Force). His term shall be for a minimum period of two years from the date of assumption of office in pursuance of the orders of the Supreme Court dated July 3, 2018.”

Mumbai: Singer Sonu Nigam says he, along with his wife Madhurima and son Nevaan, has tested positive for COVID-19 and are currently under home quarantine in Dubai.

The 48-year-old singer shared his diagnosis on social media, adding he is doing well and is asymptomatic.

Nigam said he was scheduled to travel to India for a show, the plans for which fell apart as he repeatedly tested positive for the virus.

“I am COVID positive right now. I am in Dubai, I had to come to India to perform in Bhubaneswar and to shoot for ‘Super Singer’ season 3, which is when I got tested and the result came positive. I got myself retested again and again, but still turned out positive. I feel we will have to live with it.

“Many times, I have performed at concerts while being down with viral fever, having a bad throat or congestion. This feels a lot better than that, I am positive, but I am not dying. Even my throat is fine,” he said.

The singer said in the video that his sister-in-law has also tested positive and revealed that more people in the film industry have contracted COVID-19, including music composer Jeet Ganguly and lyricist Raj Shekhar.

Nigam said he feels bad for those who may have to face losses because of him but was thankful to singer Shaan and music composer Anu Malik, who stepped in to perform in Bhubaneswar and shoot for the show, respectively. “You have to be careful but not scared. This is spreading quickly and causing panic. I feel bad for those of us, who recently began working, we now have to sit at home again, for theatre people, movie makers…” he added.

13 Covid Positive Passengers Flee From Authorities in Amritsar

Amritsar: 13 passengers have managed to give authorities the slip. According to reports, nine managed to flee from the airport and four of them managed to flee from the hospital. The patients, who ran away from hospital were admitted to Amritsar’s Guru Nanak Dev Hospital.

It is pertinent to mention her that 125 passengers of an international chartered flight from Italy tested positive for COVID on arrival at  Amritsar airport.

District Collector has directed SP Amritsar to register a case against 13 passengers who violated the COVID-related protocols. They have also been asked to immediately isolate themselves and report to the authorities otherwise their pictures and details would be made public.

Deputy Commissioner of Amritsar Gurpreet Singh Khehra said the authorities will initiate proceedings to cancel their passport if they don’t return. “If they don’t return, we will publish their photos in the newspaper,” he warned, adding, FIRs under the Epidemic Act and the Disaster Management Act will be registered against them…We are trying our best to keep our district away from the disease and negligence of patients will not be tolerated at any cost,” sources reported Khera as saying.

According to VK Seth, Amritsar Airport director, “125 passengers of an international chartered flight from Italy have tested positive for COVID-19 on arrival at Amritsar airport. Total passengers on the flight were 179”.

While 13 of the passengers were from Amritsar, the biggest group of 26 was from Hoshiarpur in the state, 10 from Haryana and one each from Rajasthan and Jammu and Kashmir.

The situation at the airport turned tense as a war of words ensued between the administration and the passengers, who said that all of them had produced negative Covid-19 reports before boarding the flight and that it was highly unlikely that so many of them had tested positive on arrival.

As per the Union Health Ministry, all adult passengers were tested on arrival as Italy is one of the high-risk countries for Omicron.

Punjab has reported a total of 6,08,723 COVID-19 cases with 16,657 deaths till date. The state has administered 2,70,28,217 COVID vaccine doses under the nationwide vaccination drive.

New Delhi: If someone is in a rural area and doesn’t have any cash or internet access, he can still buy something or make a transaction of up to Rs 200 using their mobile phone or wallet as Reserve Bank of India (RBI) announced a frame work  that allows offline payments of up to Rs 200 per transaction, subject to a total limit of Rs 2,000, in order to encourage digital transactions in rural and semi-urban regions. 

A transaction that does not require internet or telecom connectivity is referred to as an “offline digital payment.”

Payments can be made face-to-face (proximity mode) via any channel or instrument, such as cards, wallets, and mobile devices, in the offline mode. 

Reserve Bank of India stated that these transactions will not require an additional factor of authentication (AFA), and that because the transactions occur offline, the consumer will receive warnings (through SMS and/or e-mail) after a time lag. 

Transactions are subject to a limit of Rs 200 per transaction and an overall limit of Rs 2,000 for all transactions until the balance in the account is replenished. Balance replenishment can only occur in an online mode.

The framework integrates feedback from pilot experiments on offline transactions undertaken in various sections of the country from September 2020 to June 2021, according to the statement. 

The offline mode of payment can be enabled after obtaining the specific consent of the customer.

Customers will continue to enjoy protection under the provisions of circulars limiting customer liability and will have recourse to the Reserve Bank’s Integrated Ombudsman Scheme for grievance redress.

Offline payments can be made using any channel or instrument, like cards, wallets, and mobile devices.

Night curfew in Tamil Nadu from tonight full lockdown on Sundays

Chennai: Tamil Nadu government has announced a night curfew (from 10pm to 5am) across the state starting from tonight and a full lockdown on Sundays, amid fast-rising COVID-19 cases. During these hours, only public transport, private bus services, fuel stations, ATMs, and essentials such as delivery of milk, newspapers would be permitted to function. 

Those working night shifts in essential industries have been advised to carry company-issued ID cards and vaccination certificates. The government has advised flight, bus, and train passengers travelling during the curfew/lockdown hours to carry their ticket copies to prove their credentials. Those who have valid travel tickets can use autos and taxis to get around during the curfew hours.

On Sunday lockdowns, only essential services would be permitted, besides online food delivery services and take-away at hotels, which can function between 7 a.m. and 10 pm. During Sunday lockdowns, even public transportation would be inoperative.

Only classes in grades 9–12th grade will be permitted to have in-person schooling. Training and coaching centres are not permitted to function. Buses, metros, and local trains can accommodate only up to 50% of their seating capacity. All colleges, other than medical and paramedical colleges, have been asked to remain closed till January 20th.

Government and private celebratory events for Pongal festivities are cancelled. All entertainment and amusement parks are closed. However, the public will be able to visit beaches alone for walking. All places of worship will be closed on Friday, Saturday, and Sunday. 

Hotels, lodges, restaurants, clothing and jewellery stores, gyms, yoga centers, clubs, cinema halls, indoor stadiums, salons, spas, and beauty parlours will be limited to 50% occupancy.

PM Modi Cancels Ferozepur Visit Due to Security Lapse

Ferozepur: Central Government has blamed the Punjab Government for the lapse of security on the occasion of Prime Minister Narendra Modi’s public rally in Ferozepur. 

PM Modi’s cancelled his rally citing some reason.

Later MHA issued a press statement where it blamed Punjab Government for the security lapse. 

Ministry of Home Affairs (MHA) says it is taking cognisance of this serious security lapse has sought a detailed report from the state government. State Government has also been asked to fix responsibility for this lapse and take strict action.

“PM headed back to Bathinda Airport after a security lapse when PM’s convoy reached a flyover which was blocked by some protestors. PM was stuck on a flyover for 15-20 minutes. This was a major lapse in the security of PM” read MHA statement

Flights cancelled, orange alert issued due to fresh snowfall in Kashmir

Srinagar: Kashmir Valley witnessed a fresh spell of snowfall, Srinagar, recorded rain and snowfall of 7.1mm, Gulmarg recorded 8.4 inches (21cm) of fresh snowfall, Pahalgam, recorded 13.5 cms of snowfall.

The authorities cancelled around 34 flights to and from Srinagar today due to poor visibility amid rains and snowfall, authorities also said that it’s unlikely that remaining flights would be taking off from Srinagar today. 

Road connectivity has also been impacted due to the fresh snowfall. The road from Srinagar-Kargil has been shut. The Gurez-Bandipora road has also been closed for traffic after the snowfall. The Mughal road from Kashmir to Jammu has also been closed today. 

The MeT has also issued an ‘orange alert’ across the Valley as the snowfall is expected to increase in the coming 24 hours. There are chances of snow avalanches and landslides in vulnerable areas of North Kashmir. It has been advised that people in snow-bound areas should not venture out. 

However, Tourists seem to be enjoying the snowfall the most. From Gulmarg, Pahalgam and Srinagar, tourists could be seen enjoying the snowfall and playing with the snow. Most of them say it’s the reason they came down to Kashmir.

Mohali: Today, the first meeting of the House on New Year was convened by the Mayor Mohali Municipal Corporation Amarjit Singh Jiti Sidhu. In which many resolutions were passed in spite of the uproar caused by the councillors of the opposition parties.
In the meeting of the Municipal Corporation, the proposal to write a letter to the Center to start International flights was passed, it was informed that the process of issuing appointment letters for keeping 733 safai karamcharis on contract at DC rate would be started by the end of this week.
Covid rules were given slip by all other than Mayor.
It was decided in the meeting that a letter would be written to the Center to start direct flights from Mohali to USA, Canada and other countries. Apart from this, the Union Ministry of Railways has written a letter to the government to start a direct bus service from Gurugram to the city to make a permanent stop at Mohali railway station for trains going to religious places.
During the meeting, promotion of employees and all other proposals were passed unanimously.
Two booster plots will be set up in Phases 8 and 8B of Mohali at a cost of Rs. 20 million. In addition, two ponds will be beautified. In the meeting, proposals were passed to get the housing societies working and to install energy saving devices on booster pumps.
During the meeting, Councillors from the opposition alleged that work was not being done in their wards for which mayor said that the same work is being done in all the wards. The allegations being made by the opposition are baseless.
Mohali Mayor said that the interest of the people should be discussed in the meeting and not politics. All the resolutions were passed among the opposition.
Technical problem at the bus stand site: Mayor
Mayor Amarjit Singh Jiti Sidhu said that there is a technical problem in the site of bus stand in Sector 77 which will be cleared in a day or two. There is no dispute about the site. In response to the question, Mayor said that it is the responsibility of the center to remove all the technical difficulties regarding the flights to be started from the airport. Mayor said that all the development works are being carried out record breaking development works have been carried out in every ward without any discrimination by taking all along and as per the need of the Mohali residents.
Corporation Commissioner Kamal Garg, Senior Deputy Mayor Amrik Singh Somal, Deputy Mayor Kuljit Singh Bedi were also present.
