Tewari Flags MSME Framework Gaps, Seeks Full Implementation

Chandigarh : Member of Parliament Manish Tewari has raised concerns in the Lok Sabha over the implementation of the Micro, Small and Medium Enterprises (MSME) framework in Chandigarh, highlighting gaps in its execution despite the central law being applicable.
Through an unstarred question, Tewari asked whether the government had examined reasons behind the non-adoption of key provisions of the MSME Development Act, 2006, in the Union Territory. He also sought clarity on the timeline for its full implementation and whether the absence of a structured MSME framework has affected access to benefits such as protection against delayed payments, formal recognition of service enterprises, and institutional support.
Tewari further questioned whether the Chandigarh Administration is working on a dedicated MSME policy and what its proposed features might include. He also raised the issue of industry bodies submitting representations over the lack of parity with neighbouring states and asked what steps have been taken in response. Replying to the queries, Minister of State for MSME Shobha Karandlaje stated that the MSME Act is applicable across the country, including Chandigarh, and that enterprises can avail benefits through the Udyam Registration Portal. She informed that 89,119 MSMEs are currently registered in Chandigarh, including 37,035 in the services sector. The minister added that certain provisions, such as resolving delayed payment disputes, require institutional mechanisms like the Micro and Small Enterprises Facilitation Council, which are to be established by state or UT administrations. She acknowledged that representations from industry stakeholders are received and taken up with concerned authorities.
Tewari, however, stressed that full implementation of the MSME Act in Chandigarh would significantly boost the industrial sector, improve ease of doing business, and support employment, questioning delays in its enforcement.
