Legal notice issued to expedite Samgauli Waste Plant

Former Deputy Mayor of Municipal Corporation Mohali Kuljit Singh Bedi has served a legal notice on the Punjab Government and concerned departments, seeking time-bound action to operationalise the proposed Solid Waste Management Project at Samgauli.
The notice, issued through advocates Ranjivan Singh, Risham Rag Singh and Kanika Toor, seeks scientific development and operation of the project, citing the continuing solid waste management problems in Mohali and surrounding areas.
According to the notice, around 50 acres of land at Samgauli in Dera Bassi tehsil was earmarked for the facility. Bedi has alleged that despite more than a decade having passed, the project has not been fully developed or made operational.
The notice also refers to a National Green Tribunal (NGT) order dated January 13, 2015, which, according to Bedi, directed that the plant be completed and made operational by January 2017. He has pointed out that the deadline has long expired.
Bedi has sought the formation of a six-department task force comprising officials from the Local Government Department, Housing and Urban Development Department, Municipal Corporation Mohali, GMADA, District Administration and Punjab Pollution Control Board to resolve issues delaying the project.
He has also demanded a scientific waste processing facility at Samgauli to cater to waste generated in Mohali, Dera Bassi, Kharar and Zirakpur.
The notice calls for 100 per cent source segregation, separate door-to-door collection and transportation of waste in covered vehicles. It also seeks a ban on dumping untreated or unsegregated waste in open spaces, vacant plots, roadsides, drains and near water bodies.
Bedi has warned that if the authorities fail to take appropriate action within the stipulated timeframe, he will initiate legal proceedings before the competent court or other appropriate forum.
